Loudoun County Energy Strategy Update

During its October 18, 2022, meeting, the Board of Supervisors reviewed ongoing efforts to update and implement the Loudoun County Energy Strategy. The plan seeks to contribute to Virginia’s statewide goal of reducing greenhouse gas emissions to net zero by 2045.

The Board considered detailed information, such as the sources of most greenhouse gas emissions in Loudoun, including sources associated with commercial entities, transportation and residential properties. Staff also provided a potential framework for action centered on energy efficient projects, renewable energy development and stimulating communitywide action.

Proposed actions the Board could consider in the coming years include on-site solar located on county-owned property, geothermal heating and cooling, energy retrofits on county-owned buildings, zero emission by county fleet vehicles, and solid waste diversion from the Loudoun County landfill through expanded recycling and composting. To inform their work, the members of the Board also discussed ideas for engaging the broader community, including the data center industry, the Loudoun County Chamber of Commerce and homeowners associations. In addition, the county supports a focus on energy equity. 

Research provided by the county’s consultant demonstrated that if all the quantitative and qualitative actions were adopted by 2045, the county could potentially reduce greenhouse gas emissions by 60 percent from 2018 levels. 

The final draft Energy Strategy update is expected to be presented to the Board of Supervisors by the end of the year.
