Clerk of the Circuit Court

Civil Division

The transactions listed here are still available at the Civil Division window

  • Copy requests from in office public terminals
  • First time concealed handgun permit applications (by appointment only. Please visit the Concealed Handgun Permit page of our website)
  • Name change applications

All other filings must be placed in the drop box located outside the Civil Window along with a Drop Box Coversheet (PDF). Staff will be checking the box throughout the day and will review what is filed. All items will be indexed and scanned per our normal procedures.

All other specialty services (minister qualifications/confessed judgments) will continue per normal procedures.

If you need a receipt mailed to you, please indicate this on the “special instructions” section of the drop box coversheet. If you need a copy of a pleading sent back to you, you must provide the extra copy.

Criminal Division

The transactions listed here are still available at the Criminal Division window

  • Copy requests from in office public terminals
  • Search Warrant Filings (These must be emailed before coming to the Clerk’s Office)
  • Cash Payments of fines, costs and/or restitution (your are strongly encouraged to pay online)

Historic Records and Deed Research

At this time the Historic Records research room is temporarily closed. Loudoun County residents can obtain remote access to the Clerk of Circuit Court’s deeds and land records for 30 days at no charge. Loudoun residents can email the Clerk’s land records team to inquire and request the necessary digital paperwork to establish a temporary subscription account. Clerk Gary Clemens is waiving the subscription fee. This remote access account will permit residents to access deed, land records, and judgment information from home or a remote location, eliminating the need to visit the Clerk’s Office in Leesburg. Copies of deeds and land records can also be obtained by contacting the Historic Records & Deed Research Division by email or phone at 703-737-8775. Please note that the Historic Records office cannot conduct research, clients must have specific information regarding the documents being requested.

Land Records Recording Division

The Clerk of the Circuit Court accepts electronic recording of deeds and land records. Clients who typically present deeds and land records for legal recording are encouraged to submit transactions via the clerk’s electronic recording system. More information can be found on the Clerk’s Land Records Page.

Attorneys, title companies and other clients can deliver documents for recording by leaving them in a secure drop box located at the Land Records customer service window. The Clerk’s Office employees will routinely review documents secured in the drop box for recording. Employees will notify the clients of receipt, receipts and confirmation of recording will be delivered via email or by mail.

Probate Division

Clerk Gary M. Clemens is encouraging residents to delay any probate appointment until April 13 to promote social distancing. Residents who require an appointment with the Clerk for purposes of the probate of an estate or being appointed as an executor of an estate should contact the Probate office by email or phone at 703-777-0442 to discuss setting an appointment for a future date. The Probate office is exploring other legal and feasible approaches to offer remote/web-based probate meetings.

Public Services

Citizens who need to obtain copies of their marriage license may contact the Public Services office by email or phone at 703-771-5647 to request copies, pay for the copies by phone and have the copies mailed to them. Please provide the full name of both parties on the marriage license.

Clerk of Circuit Court Gary Clemens is also establishing a “by appointment only” policy for individuals seeking a marriage license or notary public commission. Questions related to these new approaches can be directed to the Public Services office by email or phone at 703-771-5647.
