Loudoun County, VA – A former employee of Grafton Integrated Health Network, which operates the Loudoun County Youth Shelter under contract with Loudoun County, was arrested Wednesday in West Virginia on charges stemming from an assault at the facility last month.
Melissa Rosario, 41, of Maryland, has been charged with strangulation, assault and battery and preventing the victim from contacting law enforcement.
Detectives with the Loudoun County Sheriff’s Office worked with Loudoun Child Protective Services (CPS) to investigate the incident that occurred on March 29, 2018. The suspect assaulted the teenaged victim at the facility and prevented the teenager from reporting the incident to law enforcement when the teenager attempted to call 911. Staff intervened and the employee was immediately removed from the facility and dismissed the next day. Grafton notified Loudoun CPS and is fully cooperating with the LCSO investigation. The teenager was not seriously injured.
Rosario was taken into custody on April 11, 2018 by the Jefferson County Sheriff’s Office (WV) and is being held at the Eastern Regional Jail pending extradition to Virginia.
