LCSO Arrests Suspect in ‘Upskirting’ Case

Loudoun County, VA –
The Loudoun County Sheriff’s Office arrested a Sterling man this afternoon who was wanted for a reported 'upskirting' at a Sterling area store last month.
Deputies responded to the area of the 1400 Block of Shepard Drive in Sterling today for a report of a suspicious person hiding in an office and was observed taking items from the office. 

Prior to the arrival of deputies, the subject fled on a bicycle towards the Washington and Old Dominion (W & OD) trail. The subject was apprehended near the area of the W & OD trail and Sterling Boulevard and identified as Earl D. Jennings, 31, of Sterling.
Jennings was wanted in connection with a June 26 'upskirting’ case. In that case, the victim observed an unknown male attempting to take ‘upskirting’ photos of her at a store in the 45100 block of Columbia Place. The suspect was confronted by the victim and an employee before he fled the store.
Jennings was arrested and served with outstanding warrants for a bond/pre-trial violation, unlawful filming and unlawful entry. He is being held at the Loudoun County Adult Detention Center without bond.
