Planning Commission Public Hearing for Philomont Fire and Rescue Facility Scheduled for October 24

Members of the public can provide comments regarding a legislative application for a Special Exception (SPEX) and Commission Permit (CMPT) for the Loudoun County Fire and Rescue facility to be constructed in the village of Philomont at an upcoming Planning Commission Public Hearing on Tuesday, October 24, 2023 at 6:00 p.m.

The Planning Commission meeting will be held at the Loudoun County Government Center in the Board Room at 1 Harrison Street, SE., Leesburg, VA 20177. View more information about the meeting, including signing up to speak, on the Planning Commission page

Members of the public can also provide input at a future Board of Supervisors Public Hearing and Business Meeting for review of the Special Exception (SPEX) and Commission Permit (CMPT), to be scheduled in December 2023 or early 2024. 

About the Legislative Application

The legislative application includes Special Exception and Commission Permits as follows:

  • SPEX-2023-0014: A Special Exception to allow a fire and/or rescue station use on this parcel CR-1 zoning district, pursuant Section 2-504(H) of the Revised 1993 Loudoun County Zoning Ordinance.
  • CMPT-2023-0003: A Commission Permit to allow a fire and/or rescue station use, a public facility, on this parcel, pursuant Section 6-1101(A) of the Revised 1993 Loudoun County Zoning Ordinance.

About the Project

This project will construct a new 18,500-square-foot fire and rescue facility on Snickersville Turnpike in the Village of Philomont to replace the existing Philomont Volunteer Fire and Rescue Company #8 Station. The new facility is anticipated to include apparatus bays, bunkroom facilities, a training/break room, restrooms, showers, food preparation and dining areas, laundry and decontamination areas, supply storage, and a gear and hose drying area. It will also include a breathing apparatus air compressor room, a fitness room, offices, and a repair shop.

This project is currently estimated to be completed in 2027.

Second Philomont Fire and Rescue Station Feasibility Study Completed

Loudoun County has completed a second feasibility study regarding the Loudoun County Fire and Rescue facility to be constructed in the village of Philomont. The purpose of this study was to determine whether the county’s needs can be met by a community-proposed plan for a new station on the current site of the Philomont Volunteer Fire Station. 

The project is currently slated to construct a new 18,500-square-foot fire and rescue station on a seven-acre site at 37180 Snickersville Turnpike in Philomont. 

About the Feasibility Study 
The project design team initiated this second feasibility study of the concept plans (scheme 4 and 4A, created by Mr. Bill Ridge) to locate the new station at the existing fire station site after the plans were proposed by members of the community in December 2022. The results of the study were presented to the Finance/Government Operations and Economic Development Committee (FGOEDC) as an informational item during their regularly scheduled meeting on July 11, 2023. 

Based on the study findings, the project team does not recommend initiating a change to the current plan to utilize the property at 37180 Snickersville Turnpike to construct the new Philomont Fire and Rescue Station. For more information, view the study (PDF) and presentation (PDF).

The first feasibility study for this project was completed and presented to the Loudoun County Board of Supervisors in October of 2021. Both studies can be viewed on the project page at loudoun.gov/philomontstation.

Project comments, including those regarding the feasibility studies, can be sent by email to the Department of Transportation and Capital Infrastructure (DTCI). 

Members of the public can also provide input at these upcoming meetings, tentatively scheduled for fall (Oct/Nov/Dec) 2023:

Public Meeting Held for Philomont Fire and Rescue Station

On December 8, 2022, Loudoun County hosted a public information meeting regarding the new Philomont Fire and Rescue Station. This project will construct a new 18,500-square-foot, fire-and-rescue facility on a seven-acre site at 37180 Snickersville Turnpike in Philomont.

At the meeting, the project team presented a site plan and preliminary building elevations with various options for participants to review and identify their preferences. The presentation and recording are available for review on the project page at loudoun.gov/philomontstation. The design team is reviewing the comments and suggestions and will incorporate those into the design of the new station. In addition to these efforts, the design team has initiated a feasibility study of Mr. Bill Ridge’s proposed concept plans (titled Scheme 4 and 4A) at the existing fire station site.  The study will be released upon final completion in the coming months.

In addition to sending comments to the Department of Transportation and Capital Infrastructure (DTCI) at [email protected], members of the public can provide input at these upcoming meetings:

 These meetings are tentatively scheduled for winter (Jan/Feb/Mar) 2024.
