Open Enrollment 2023: November 1-30, 2022
Your health plan elections will be effective January 1, 2023.
What is Open Enrollment?
Open Enrollment is the time of year for you to review your health care needs and consider whether you have selected the right health care coverage for yourself and family (if applicable).
During Open Enrollment you can:
- Enroll in or drop a County-Sponsored Health Plan
- Change Your Health Plan Option
- Add or Drop Dependents
- Make 2023 FSA Elections (re-enrollment required every year)
Passive Enrollment
This year’s health plan open enrollment will be a passive enrollment which means no action is required if you do not want to make any changes to your current health plan elections. Your current coverage will continue for Plan Year 2023. However, flexible spending accounts must be elected each year.

HSA contributions can be updated once a month.
2023 Flexible Spending Accounts
Action is required. You must re-enroll online via myLoudoun to continue your Health Care or Dependent Care Flexible Spending Account (FSA) for Plan Year 2023. The maximum annual contributions for Plan Year 2023 are:
- Health Care: $3,050
- Dependent Care: $5,000
Flexible Spending Accounts (FSA) are administered by Flexible Benefit Administrators, Inc.
Long Term Disability Buy-Up
Take advantage of lower rates to purchase additional long term disability coverage. You can estimate your biweekly premium by using the LTD Buy Up calculation (PDF). If you are a VRS Plan 1 or VRS Plan 2 employee and wish to enroll and are outside of the 31 days from date of hire, please apply and complete the Medical History Questionnaire. This plan is administered by The Standard.

- November 30 from 10:00 a.m. - 2:00 p.m., Dulles Room
CIGNA Care Advocate
Loudoun County and CIGNA offer a Care Advocate who will meet with you virtually to assist with your medical benefits questions, explain medical claim processing and can provide other services and resources available through the Cigna medical plan.
Schedule an appointment with Cigna’s Care Advocate on Mondays in November between 10 a.m. and 2 p.m. by sending an email.
