Community Request for Cable Service
Loudoun County currently has Video Franchise Agreements (VFA) with Comcast and Verizon FiOS to provide Cable TV video service to Loudoun County.
Both franchise agreements have a variety of clauses that indicate where/when a franchisee must provide video service to a portion of the county, the most basic of which is a residential density requirement of a minimum of 20 homes per mile passed.
This calculation is based upon strand mileage required to provide service to an area from the nearest technically feasible connection point, and not road miles.
If you believe your location meets this requirement, please submit a request for the Communications Commission to evaluate your area by submitting an online service request form through the Loudoun Express Request (LEx) system. The Communications Commission will coordinate your request with the franchisees to determine the nearest technically feasible connection point, length of the cable run needed to service the area, and the resultant density per mile calculation.
For locations that fall within the 15 to 20 homes-per-mile calculation, there are alternate requirements within the VFA. If an area in Loudoun County has 15 or more potential subscribers willing to commit to purchasing service, the VFA has a clause that requires the franchisee to provide services to that area. The Communications Commission will coordinate your request with the franchisees to determine the nearest technically feasible connection point, length of the cable run needed to service the community, and the resultant density per mile calculation. Residential Density Definition
The requests for service require a calculation of the number of residences committing to service along a coaxial cable or fiber run from the nearest technically feasible connection location within the franchisees video Cable TV network. This connection point will be determined after your submission request is received, and an evaluation analysis of the area is completed by the franchisees' Engineering and Construction Departments.
In making these avenue of inquiries available, neither the Loudoun County Communications Commission nor any department within the Loudoun County government is committing to providing Cable TV services to the requesting neighborhoods.
Also, please note that the oversight of the franchise agreement is strictly limited to Cable TV video operations. The agreement does not have any provisions, or provide oversight power, to require the provision of Broadband Internet availability to any location within Loudoun County.
